Rule Change Proposals

Below are the Rule Change Proposals to be discussed in October meeting and voted on in November.  Please review them and if you have any questions we will discuss them at the next club meeting.

(Also everyone be sure and thank Jimmy for working this up, I'm pretty sure it took some work)

Proposal #1

OLD Version

ARTICLE X
JUNIOR MEMBERSHIP
SECTION A:
1. Junior membership will be restricted to persons 13 years or younger.
2. Junior member must be the son/daughter or grandson/granddaughter of a current member in good
standing with East Texas Bass Association.
3. Junior member must be under 13 years old before joining the club, to be eligible to fish the
East Texas Bass Association club fiscal year ( January - December).
4. Entry fee will be $5.00. This will be kept separate from the regular tournament fees and pay
out. EXCEPTION: Junior members have the option to enter the big bass jackpot with an additional
$5.00 or current fee.
5. Junior members must pay regular club entry fees to be eligible for the regular club pay out
(five fish stringer) and for regular club points for the Top 6 and Top 10.
6. Junior members will only weigh in one fish per tournament unless entered in the regular club
tournament.
7. Junior members must fish with a regular club member in good standing with East Texas Bass
Association.
8. Junior tournament payout will be 90% paid out with remaining 10% for plaque to be presented
at the annual banquet.
PAYOUT will be as follows: 1 person fished 100%
2-8 persons fished 60% - 30%
9-15 persons fished 40% - 30% - 30%

ARTICLE X

5. Junior members do not have to pay regular club dues if they are only participating in the
Junior Division. They will only be required to pay the $5.00 entry fee for each tournament the
participate in.
6. Junior members will only weigh in one fish per tournament.
7. Junior members must fish with a regular club member in good standing with East Texas Bass
Association.
8. Junior tournament payout will be 100% paid out of the Junior entry fee following the below
pay-out schedule:
PAYOUT will be as follows: 1 person fished 100%
2-8 persons fished 60% - 40%
9-15 persons fished 40% - 30% - 30%
16-20 persons fished 40% - 30% - 20% - 10%
21-25 person fished 37% - 28% - 17% - 10% - 8%
9. At the end of the year Banquet or at the January meeting immediately following the previous year
a Plaque will be given to each Junior Member if they won a Junior Division Tournament.

Proposal #2

Article IX Section H, #1
The Top Six in points of the previous year end standings will coordinate the club's annual East
Texas Bass Association's Open Tournament to be held in March each year.

New Version

Article IX
Section H, #1

The Top Six in points of the previous year end standings will coordinate the club's annual East
Texas Bass Association's Open Tournament to be held in May each year.

Proposal #3

OLD Version

ARTICLE IX, Section C, #3

On all regularly scheduled one-day tournaments, it will be allowed to fish both Saturday and
Sunday, but you will have to pay the normal entry fee for both days and only will be able to use a
single days weight for the final standings. (Ex. If you fish both Saturday and Sunday you will have
to pay the normal $35.00 entry fee for each day and if you want to be in the Progressive Big Bass
side pot you will have to pay
$5.00 for each day). This will be allowed for 10 of the 12 tournaments, excluding the two-day
tournaments for the calendar year.

NEW Version

ARTICLE IX, Section C, #3

On all regularly scheduled one-day tournaments a participant can only fish one day being either
Saturday or Sunday.

Reasoning for this proposed change:

It gives a small percentage of the members an unfair advantage as not all members have the
opportunity to fish both days because of work or because of other personal obligations.

With some anglers being able to fish both days, the Angler of the Year standings have been
affected.

Proposal #4

Old Version

Article IX Section G, #3
Any protest must be made within 48 hours after the tournament has ended the second day, by
contacting a member of the Executive Board.

NEW Version

Article IX Section G, #3
Any protest must be made within One (1) hour after weigh-in for that day. The protest must be in
writing (this can be either on paper, email or via Text Message) listing the offense being
protested along with all witnesses to verify the offense and given to the Tournament Director or a
member of the Executive Board.

OLD Version

Article VII Section A, #9
Any member caught fishing with an illegal guest (per 1-6 above) will forfeit all pounds for that
tournament. 48 hour protest rule applies.

NEW Version

Article VII Section A, #9
Any member caught fishing with an illegal guest (per 1-6 above) will forfeit all pounds for that
tournament. Article IX, Section G, #3 applies (Protest Rule).

Proposal #5

OLD Verison

ARTICLE IX, Section G, #15

Minimum length will be state published lengths for tournament water being fished. Kentucky Bass
must meet the same length requirements as largemouth bass to be counted towards stringer weight.

NEW Version

ARTICLE IX, Section G, #15

Minimum length will be state published lengths for tournament water being fished. Kentucky
Bass/Spotted Bass must be a minimum of Twelve (12) inches in length to be counted towards stringer
weight.

Proposal #6

OLD Version

ARTICLE IX, Section I
No existing language to be changed. Adding a new requirement to be meet.

NEW Version

ARTICLE IX, Section I, #7
To be eligible to win 100% of the optional big bass pot a member must meet the following
requirement: the member has to have been in good standings with the club on membership for a
minimum of one full month prior to current tournament (with the only exception being the January
tournament). If the member does not meet this requirement then they would only be eligible to
receive 50% of the pot and
the remaining 50% will roll over to the next month.
